Artist Fred Otnes (b.1930) is renowned for his collage pieces. This piece seems to be from a transitional period of his career when he moved away from commissioned commercial work toward fine art. His work was featured on a USPS stamp in the '70s.
The frame has some signs of wear, commensurate with age and use.
