Vintage 1930s Black Topper Fringe Hat store With Wire Loop

A vintage 1930s topper hat in black with satin and fringe and a round wire loop. I'm not too sure on the age of this hat, I believe it to be 1930s, but it could be 40s or even earlier I haven't seen any quite like this one. I have a feeling this was a designer/fancy label hat, it is very well made and feels expensive and is just missing its tag.
